4. Election of a Chair and a Secretary of the meeting
The President, Parntep Ratanakorn, was elected to chair the meeting while Dr Kasai remained as the secretary.

5. AFLAS Business
1. Financial Report

*The auditor, Dr. Abdul Rahim Mutalib (LASAM) audited the balance sheet for 2011 to 2012, and approved that the financial statements and its cash flows for the year ended in conformity with accounting principles. Also the AFLAS council members discussed and approved its validity.

*The budget for 2012-2013 was discussed and approved by the AFLAS council members.

3. Election of host association or society for 7th AFLAS Congress in 2016
There were two bids to host the 7th AFLAS Congress in 2016; the Laboratory Animal Scientist’s Association of India (LASA India) and the Singapore Association for Laboratory Animal Science (SALAS). After the presentation of the bid document by these two associations, a vote was taken. The results were: 2 votes for India and 7 votes for Singapore. The Council then decided that the SALAS would be the host association for 7th AFLAS Congress in 2016.

4. Admission of Indonesia Association for Laboratory Animal Science (IALAS)
As Indonesian Authority formally granted legal document of IALAS in April of 2012, IALAS submitted their admission paperwork to the AFLAS Council Meeting. Thus, the AFLAS council members unanimously approved and accepted the formal membership of IALAS. With the inclusion of IALAS in the association, AFLAS have ten member associations and societies now.

5. Suggestion for Hosting and Organizing Irregular AFLAS Symposium
After the discussion of its scale and length of the symposium, and also concerning degrees of importance compared to the AFLAS Congress, there were some suggestions that a “workshop” might be more appropriate rather than symposium or conference. As there was not enough time for detailed discussion and also the need to discuss the matter within each member organization, the council decided to discuss the matter in the next council meeting.

6. Election of the Council and Executive Board Members for 2013-2014
(1) The Council Members for 2013-2014
The Council Members for 2013-2014 are to be elected by each association or society of AFLAS. When there is any change in membership, each association should inform the Secretary-General, Dr. Kasai, immediately. Otherwise, the present members are considered to be the Council Members.
(2) The Executive Board Members for 2013-2014
The New Executive Board Members for 2013-2014 was approved as follows:

7. Supports for Mongolia & Vietnam
In both countries, Laboratory Animal Science Associations have not been formed yet, but they are making effort to establish it in near future. In addition, Laboratory Animal Science itself is still under developed in these countries. Therefore all AFLAS council members agreed to support them. Please see the agenda (which was distributed during the meeting) for the detailed background for these supports.

8. Award Ceremony 2012
AFLAS honored Ms. Chieko Suto, a secretary of the AFLAS Office, for her great contribution in establishing the AFLAS office and designing the AFLAS logo by presenting a certificate of appreciation.

Appendix for 2012 agenda—Agreements on AFLAS Council meeting
1. Annual membership fee for each associations or societies
The amount of annual membership fee for each fiscal year was decided at the council meeting in Nagasaki on May 21, 2004 (Nagasaki meeting), Beijing on September 29, 2008 and Taipei on September 11, 2009 as follows:
CALAS $2000, CSLAS $1000, KALAS $2000, JALAS $2000, LASA in India $200, LASA $200, PALAS $200, SALAS $200, TALAS $200.

2. The rule for spending the budget (discussed in Nagasaki meeting)
The budget must be spent only for the Council meeting, the Executive Board and the Secretariat. For example, office expense of the secretariat and business trip for executive board members if no other source exists. The business trip of the council members should be supported by the association or society they belong. The rule for expense of business trip will be determined by referring to the rules of member associations or societies.

3. The rule for spending the budget (discussed in Seoul meeting)
Registration fee of AFLAS Congress for the Council Members except Host Members could be paid from AFLAS.
