4. KALAS endowment
KALAS donated the relief fund of 1,500,000 Korean Won (approximately 9,500 RMB) for the destitute by the earthquake disaster in Su chuan province. President Kang of KALAS handed it to President Qin Chuan of CALAS. KALAS president Dr Kang give us a brief talk for the donation and CALAS president Dr Qin gave a talk for expressing her thanks. Finally, KALAS introduced how to collect the donation in Korea with some pictures.

5. Award
CALAS awarded Prof Yong-Soon Lee, Immediate past-President of AFLAS, for his great efforts for 2nd AFLAS Congress

6. Election of a Chair and a Secretary
As a Chair of the meeting, President Qin was elected.

7. The start of the meeting
(1) Amendments
All of council members agreed that the number of vice-president was changed from two to three in AFLAS STATUTES and BY-LAWS. The actual number has been changed already since last council meeting in Korea. The amended STATUTES and BY-LAWS appear at the end of the minutes.

(2) Finances
(a) The balance for years of 2007.8-2008.9(At Sep 26, 2008)
The revenues were agreed with the plan in the agenda. The Expenditures were revised as shown in the table and then approved.
(b) The proposed budget for 2008.10-2009.9
The revenues were revised as follows;
The KALAS proposed that they intended to increase their annual membership fee from 1,000USD to 2,000USD because their domestic member has increased in number recently. All of the representatives welcomed and agreed. On the other hand, as three associations were approved to join as new member of AFLAS and decided 200USD as annual membership fee for each new member.
Therefore, the new annual membership fee for each association or society was decided at the council meeting at Beijing at September 29, 2008 as follows:
China $1,000, Chinese Taipei $1,000, India $200, Japan $2,000, Korea $2,000, Malaysia $200, Philippine $200, Singapore $200, Thai $200.
The original plan of revenues for 2008.10-2009.9 was revised as shown in the table.

(3) Joining new members
Three associations have proposed applications for joining to AFLAS. They are Laboratory animal science association of Malaysia (LASAM), Singapore association for laboratory animal science (SALAS) and Laboratory Animal Scientist’s Association (LASA) in India.
After introduction of each association by each representative with the applications and questionnaire, we discussed these proposals and voted. All of council members agreed them. Now we welcomed three new associations to AFLAS. Congratulation!!2 Total Expenditures

(4) Election of members for 2008-2010
(a) The secretary-general of AFLAS, Dr. Kasai announced that the council member should be elected by each association or society and if the member will be changed, each association should inform it to Dr. Kasai immediately after changing.
(b) Executive board member was also agreed as mentioned below.
President: Dr. Chou C. Hong (CSLAS).
Immediate past-President: Dr. Qin Chuan (CALAS).
Vice-President: Dr. Jong Koo Kang (KALAS)
Vice-President & Secretary-general of AFLAS: Dr. Noriyuki Kasai (JALAS)
Auditor: Dr. Parntep Ratanakorn (TALAS)
Third vice-president is supposed to be the president of 5th AFLAS Congress in 2012. He or She will be decided at next council meeting in 2009. Secretary-general of 3rd Congress will also be assigned by CSLAS in near future.

(5) Confirmation of host association for 4th AFLAS Congress in 2010
All of the attendance confirmed that the 4th AFLAS Congress will be held in Taipei by the Chinese Taipei Society for Laboratory Animal Science (CSLAS) as the host organization. Dr. Chou C. Hong addressed their opinion and welcome to Taipei. The venue and date for the congress will be decided in near future by the board of CSLAS and announced to the member associations.

(6) Election of host association or society for 5th AFLAS Congress in 2012
We had three candidates for the host association of 5th AFLAS Congress in 2012, Laboratory animal science association of Malaysia (LASAM), the Japanese Association for Laboratory Animal Science (JALAS) and the Thai Association for Laboratory Animal Science (TALAS). As JALAS withdrew their candidacy, other two associations addressed their opinion and the attendances discussed. Finally, all of the attendance agreed that the decision of the host association of 5th AFLAS Congress should be postponed till the next council meeting which will be held in Taipei in 2009.

(7) New web site for AFLAS office
Secretary-general of AFLAS, Dr. Kasai is now choosing a web site company. Within this year, it will be opened to the public.

(8) Plan of Asian AAALAC
At the last council meeting, KALAS proposed the plan of establishing Asian AAALAC (Association for Assessment and Accreditation of Laboratory Animal Care) in corporation with AFLAS. In this meeting, however, the attendances reached a consensus that the actualization of this proposal was very difficult. Then, one of members proposed that AFLAS would be a member of board of trustee of AAALAC International. Finally, we established a working group for disccussing about joining to AAALAC International and nominated Dr. Chou C. Hong as a chair of this group. And it was dcided that he would designate members of the group from the AFLAS member associations or society and disccuss it among the members, and then propose their idea to the next council meetin in 2009.
